Before we add telemetry to assess the impact of forcing https for all updates, we need to first adjust the download url logic in the updater to:

  1. Attempt to download via HTTPS
  2. Fallback to HTTP if HTTPS attempt fails

Going to close this for now and re-open if we decide to go this route. Currently looking into another approach.
