Steps to reproduce:
The scrollbars will randomly show artifacts (see attached img) on high resolution monitors [display is 3840 × 2160 px with a Windows scale factor of 150%]. This was not present before v74 for me.
The behaviour can't be forced – it just randomly appears and disappears.

since we don't have high resolution monitors, we are unable to reproduce this issue. I'll add product and component so the team can make some research on it. Hopefully, someone with resources needed can help.

(This bug is still present btw. And yes, Bug 1625185 seems like a dupe – I have the same symptoms here. Sometimes there is even a small border around the whole viewport! Happens fairly often with Google, where a dark blue border would show up.)

This should now only be an issue when non-native theming is manually disabled.
