Steps to reproduce:
Currently using Windows 10, FF74.0 and Linux Mint 19.3 Cinnamon, als FF74.0 and earlier.
I live in Canada, but always select and download from the repository the en-US version to install exclusively. I need this for my work where seeing the differences in the language is well indicated by the spell-check.
Actual results:
Regardless, each time I end up with en-CA and en-UK version which cannot be removed. So, I must add the US language pack and spell check as well.
This problem existed in several previous versions as well.
Expected results:
Install the en-US versions only.
Attached is the complete Firefox troubleshooting report. To note: The en-US indicated in the report was manually edited using about:config.

Is this happening on Windows? As in, you download the en-US version, and you get dictionaries for en-GB and en-CA? That shouldn't be possible.
en-US ships with the en-US dictionary built-in. There are no additional dictionaries in the build.
en-CA has the en-CA dictionary, en-GB doesn't have any dictionary at all.
Language packs don't include dictionaries, they only affect the UI's language.
So:
- Check about:support, Internationalization table at the end of the page: what's the list of app locales?
- In about:addons, do you have a Dictionaries tab? Are there any dictionaries? Are there any language packs installed?
Linux is a whole different story, because OS-level dictionaries are exposed to the build. And Linux Mint seems to be doing something wrong (see bug 1610110 and this issue).
In Windows 10, to test this issue again, I uninstalled the CA/UK version, downloaded the en-US version from here:
https://ftp.mozilla.org/pub/firefox/releases/74.0/win64/en-US/
Installed it and now the language is en-US. So Windows version is OK now.
In Linux Mint the problem is exactly as the bug you pointed to at https://bugzilla.mozilla.org/show_bug.cgi?id=1610110
the About:support is:
System Locales ["en-CA"]
Regional Preferences ["en-CA"]
I added the US English dictionary spell checker and the en-US language pack manually. So now, I have all three language packs installed.
