Steps to reproduce:

I installed https://hg.mozilla.org/releases/mozilla-esr52.
And ./mach bootstrap
Thereafter, I run ./mach build

Actual results:

target C complier ... not found

Expected results:

I think we need to upgrade the bootstrap function.

Yes, you need to upgrade to the latest repo (such as mozilla-central.)
