1622978 - Prevent loading distribution engines from filesystem when using modern config

In https://bugzilla.mozilla.org/show_bug.cgi?id=1615060 we will add the distribution engines to m-c, when we are using these engines we dont want to load the existing distribution engines as well

Ah that test was skipped on my try run which was linux only, fixed and will reland, cheers
