[Notes]:

• Considering that the "HEARTBEAT_TACTIC_2" message opens a survey, this type of message does not belong to the "CFR extensions" or "CFR features" categories. In this case, a separate category will be needed in order to display the survey to the users that have both the "Extensions" and the "Features" recommendations disabled from the “about:preferences” page.

• Firefox Nightly 76.0a1 - Build ID: 20200318213346

[Affected Platforms]:

• Windows 10 x64
• Mac 10.15.3
• Ubuntu 18.04 x64

[Prerequisites]:

• Have a Firefox profile with the environment set to "Stage" using the latest version of the "remote-settings-devtools" add-on.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites.
2. Navigate to the "about:preferences#general" and scroll down to the "Browsing" section.
3. Uncheck the "Recommend features as you browse" and the "Recommend extensions as you browse" options.
4. Navigate to any website and observe the right part of the "Address Bar".

[Expected result]:

• The "Improve Firefox" CFR button is displayed.

[Actual result]:

• Only the "Show history", "Page actions", "Save to Pocket", and "Bookmark this page" buttons are displayed.

[Additional Notes]:

• If the "Recommend features as you browse" and the "Recommend extensions as you browse" options are unchecked, the message provider is disabled and in this case the CFR heartbeat message will not be delivered.

This will most likely go out through studies/experiments. Users have the option to opt out of experiments via about:preferences.
