This probe seems to be unneeded for the same reasons as BROWSER_SHIM_USAGE_BLOCKED. We don't even have any code to accumulate data for this probe:

ADDON_SHIM_USAGE seems to have a similar purpose, and is likewise not being accumulated anywhere. Let's get rid of it too.
