1624588 - Clean up dependencies and namespace issues in dom::file::ipc sources for unification

Currently, adding new source files to dom/file/ipc causes build failure, the reasons of which are not directly tied to the newly added source files themselves. Apparently, the reason behind the failure is some source files switching to a different unified source file. Therefore, before adding new sources, the existing sources should be made independent of each other.
