When a cookie or other site data is deleted from purging we are unable to reproduce the issue easily. If users begin to report missing cookies or site data, we will need a way to debug the issues and learn if it is a related to the purge.
Right now we have some logging in the console, we should keep a permanent record in a file.
privacy considerations: Is it acceptable to keep a record of which cookies have been purged? What happens when a user clears their own cookies?

This feature is nice-to-have with Cookie Purging that we plan to ship in Firefox 78.
