Found in today's 75.0b8 - the first beta of the cycle where we enable partner repacks. Nick highlighted:

it looks like the mach repackage call has '--output', u'/builds/worker/workspace/outputs/mozilla-EME-free/mozilla-EME-free/ach/target.installer.exe, while the task definition has artifact of /builds/worker/workspace/build/outputs/mozilla-EME-free/mozilla-EME-free/ach/target.installer.exe - note the extra /build/
eg on task CkehWBAUS4en80JiKClgkw

Tom thinks it's a fallout from Bug 1527313 probably.

I confirm what Nick said[1][2].

In the meantime, I unlocked the rest of the release by force running [3]
