Currently there are two copies of the windows icons.

This is unnecessary.

Diff attached to fix this and to support OS/2 icons.

When this patch is checked in, all the icons must be removed from
xpfe/bootstrap as well.

That use of multiple dirs in the VPATH is going to break win32 builds (per bug
141834).

uh, mkaply, i had the repository files copied to icons/windows/ for bug 157830.
 When that is checked in, the files in xpfe/bootstrap will be removed.

the OS/2 icons are already in and front end support will go in tomorrow.
