It's currently enabled for Nightly, and I think at this point it's safe to roll out through beta to release.

I'll probably have time to get to that this week, but if it slips this release, I don't think it's the end of the world. I'm confident that users spamming Ctrl-T / the newtab button is not something we need to block on.
