Chosen GUI language is not not preserved when Firefox auto-upgrades

Steps to reproduce:
When I first installed Firefox years ago I've chosen Russian version.
After a while I switched the GUI language to English.
Actual results:
One in a few months Firefox I realize that Firefox displays parts of its GUI in Russian.
For instance, most of the tools menu is In Russian, parts in English (see the attached screenshot)
But if I choose Настройки..., I'm getting to about:preferences which is completely in English, and it also lists English(US) as my display language.
In the list of "Set Alternatives" English(US), English(UK) and Russian are listed,
the latter is unremovable.
My workaround is to switch to English (UK) and restart Firefox - then everything is English again, and so it lasts for some time, probably until the next major auto-upgrade.
Expected results:
The chosen language should be used all the time.
