in the 1999082316 mac build and on winNT the promo window has scroll bars that
obscure content. Don't know whose fault it is

The content of the "promo" window does not fit in its specified size which
seems to force scrollbars even if "scrollbars=no". The attached testcase
pops up two windows, the smaller is the original from the URL above. The
second is identical except I've increased the size so the content fit within it.
Tested with Mozilla nightly build 1999-10-13-13-M11 on Windows NT4 SP5.

By "promo" window, do you mean splash screen?

David, can you apply the workaround suggested by [e-mail] and see if that
fixed it for now.  If not, re-assing to hyatt and see if he knows what's causing
this.  Possibly a XUL problem?

reassign to xptoolkit as far as I can from reading the bug.tell the problem is
that we are not handling scrollbars=no properly.
