We want to use heartbeat URLs that contain user specific query parameters as variables, similar to formatURL.

Adding Rosanne's comment from chat:

One thing I want to flag [...] is that Heartbeat 2.0 currently can't do something that we do with somewhere around a quarter of Heartbeat 1.0 launches: append a unique ID to the URL, that can later be mapped to ClientID, passing it into the survey platform as a URL variable. This is what makes connecting survey answers to each user's telemetry, as in the Browser Choice Program, possible.
This means that for surveys where we need to do that, we'd have to continue using the legacy Heartbeat.
