|about:license| currently includes a license for libevent from ~2009. The in-tree version of libevent was bumped in 2017. |about:license| should reflect the correct license for the newer version.

For reference: libevent isn't used on Windows, but is used outside of IPC, by WebRTC.

Attachment: Bug 1626380 - Update libevent license in about:license from in-tree copy.

This includes the parts of the license statement for the parts of
libevent that we build: Windows-specific components are omitted (we
don't build it on Windows; this is checked in the build description),
but arc4random is included even though it doesn't appear to be used at
runtime (bug 1631103) because it is part of the build.
