Bugbug thinks this bug is a regression, but please revert this change in case of error.

but "Result: success".

It is actually bug 1627147 that is causing the fail result on Beta.

The shutdown timeout is not in ESR68 even though /mediacapture-record/idlharness.window.html exists there, but the previous test /mediacapture-record/MediaRecorder-stop.html is timing out.
