1626842 - Migrate the window title to Fluent, sequel

In bug 1591328 we migrated the main Firefox window title to Fluent. In bug 1602808 we reverted that, due to talos regression on tabswitch.

Gijs suggested in bug 1602808 that he may have a better solution to port away from DTD that may give us an acceptable performance.
