When the urlbar is in search mode (CTRL+K for example) we want to show some suggestions, a first possibility is to show top results from search history.
We could also fetch onboarding queries from the search engine (technical details are missing about this part though).
We could maybe create some custom Mozilla or Firefox related suggestions to show when there's no search history.
