On Mac, firefox sometimes zooms with trackpad+CTRL key, NB: COMMAND is control key on mac, not CTRL

Steps to reproduce:

This method seems to reproduce the problem reliably:

  1. Go to a web page in Firefox.
  2. While using trackpad to scroll up and down, press and release the CONTROL key fairly rapidly.

Actual results:

Firefox zooms in and out the same way as if the COMMAND key was being pressed.

Expected results:

Firefox should not zoom in and out at all because COMMAND is the zoom meta key, not CONTROL.

On the Mac, CONTROL+scroll does an OS magnify zoom that is very useful, and it is what I'm trying to employ in normal use that results in this bug happening and being pretty annoying. The Mac OS magnify zoom might be triggered by the given steps to reproduce but probably won't be.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
