Browsing IBM announcement letters doesn't work.  The initial few pages
look OK, but if you scroll or page down further, sections of the window
render as broken, horizontal gray bars, or a set of staggered, short
gray line segments on a white background.  I hit this on Mozilla 1.1B
(2002072104), but the same failure occurs with the latest Mozilla daily
(2002081409).  The problem doesn't occur in NS 4.79 or IE 6.0.

There are also two vertical scroll bars.  That problem has already been
reported http://bugzilla.mozilla.org/show_bug.cgi?id=131744, where it
was turned over to the evangelists.  The current problem will probably
follow a similar route.          

Reproducible: Always
Steps to Reproduce:
1.Browse URL
2.Page down about three or four pages


Actual Results:  Large sections of the window are filled with horizontal gray bars.
