This feature implements the ability to switch projects from Private (default) to Public according to the specification:
https://github.com/mozilla/pontoon/blob/master/specs/0100-private-projects.md

Private project is only visible to project managers (i.e. superusers), which allows them to verify the project setup before exposing it to general public and without using the Stage server to do the same. Once the setup has been verified, the project manager simply makes the project public.

A user selection form should not be implemented as part of this bug.
