Here's the email I got from the Google Play support when I asked them about builds being uploaded to their store but not published to users.

Hi Johan,

Thank you for contacting Google Play Developer Support Team.

I understand that you have concerns regarding the processing status for the submissions of your app (org.mozilla.fennec_aurora).

After checking, it seems like our system is still processing your submissions. We are sorry to keep you waiting. And we would like to bring your attention to the banner in Developer Console in regards of the processing time. Please note that due to adjusted work schedules at this time, we are currently experiencing longer than usual review times. While the situation is currently evolving, app review times may fluctuate, and may take 7 days or longer. We are sorry for the inconvenience that this might cause!

On the other hand, since you mentioned that you have submitted 5 new releases after 2020-04-06, we would like to give you a little kind reminder:

Please keep in mind that any time you make a new change / submission / update to your app while the previous submission is still under system processing, it will "reset" the processing procedure and can take up more time for your changes to be displayed on Google Play. Thus, in order to have your app to be processed as soon as possible, please make sure that you don't make any new change / submission / update to your app while the previous submission is still under the system's processing.

And I understand you would like to have the app to be processed as soon as possible. However, I'm afraid that it's the system processing submissions, due to the system limitation, Google Play currently does not support the acceleration of the processing time. We understand the inconvenience this may cause and thank you for your patience and understanding.

:RyanVM noticed this warning has been shown on the Google Play console for a while. I just noticed it today.

From [1] and following comments, we need nightly builds without publishing them to the Play Store.

This also cleans up beta scopes which are not used anymore in the nightly graph

For the record, the warning is still displayed on the Play Store. I think we can close this bug since we haven't had any major issues over the past 3 months. The current pace suits us and GP. Let's put back the old pace once the warning is gone.
