Steps to reproduce:

Swipe left and right on a page with pen input.

Actual results:

Nothing.

Expected results:

The page should move back/forward through browser history.

There are touchpad related versions of this bug. I suspect pen input might be different enough to warrant an entry of its own.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
