We want to create automation on taskcluster for elmo. Let's start with data for gecko-strings.

This succeeded on try on https://treeherder.mozilla.org/#/jobs?repo=try&selectedJob=297757629&revision=badbb0d47f05548005eacaa6ef7c5f7125daac9d.
The idea here is to run as a cron job, and to not bother with over-optimizing just yet. Right now, the job takes 15 minutes, w/out a repo cache.
The artifacts are a main elmo.json, which has the summary statistics and references to the detail artifacts. And then the detail artifacts.
