Hide direct aaq links in "Get Help" header for locales without product forums

- switch to a locale like german which does not host its support forum on sumo but has an external community-run forum: https://support.mozilla.org/de/
- go to the "get help" section in the header
- next to the link "Die Gemeinschaft fragen" (Ask the Community), which links to the localised article describing the direct support options in German, there are also direct links to the en-us ask-a-question flow
this might lead to more non-english questions in the en-us forum which might be better placed elsewhere. the proposal would therefore be to hide those links to the en-us products aaq flow for locales which don't host their forum on the site.

This came up recently in the SUMO discussion forum:
