As part of removing assertions, we need to add the ability to fetch token for user with a session token behind a pref. The pref will help us with the gradual roll out of this change.

+dcoates for context; this is the bug where we're looking at a pref to enable syncing via OAuth tokens instead of BrowserID assertions.
