It has a several formatting errors, incorrect doctype, etc. I'm attaching a
fixed version. There's no change in the text or (mostly) in the looks, just the
markup.

We have a fix in hand, and the fix is good according to 
http://validator.w3.org/. CC'ing brendan for sr=, and I would assume oeschger 
would r= it, as he is default help owner.

Honestly, sorry for the spammage if I mess this up. I am new, but I am learning 
=P

a diff friendly version would have been nice (even if you need to provide 3
patches to get from where we are today to where you want us to be).

as is i think that the changes while html4.01 nice do change the text of the
license. AFAIK (and IANAL) You can't really do that.

Besides, there's already a human readable annotated license. So I'd suggest that
you *not* futz with the text by removing quotes and adding markup.

It's probably ok to change style as long as nothing visible changes, but your
changes are visible.
