bookmarks are there when manage selected but do not show on pulldown

I saw this in trunk build 20020815 on Windows 2000. Everything else was quite
hosed too. Deleting components\compreg.dat cured it. I believe this is therefore
a duplicate of bug 162593. Correct me if I'm wrong.
