163216 - Keyboard navigation disabled after minimize&restore

Description

Open up browser window with about:blank or any other page, click on content area
or focus address bar and press tab to focus content area.
Minimize browser window, restore browser window, try to focus address bar
(Ctrl+L), menu items (Alt+F) or any other keyboard shortcut - they don't work.

To be able to use keyboard again click on content area or address bar and normal
behaviour returns.

I think this bug is not dupe for bug 82534 because when before minimze&restore
focus is on textbox element in page the bug doesn't appear and 82534 talks about
textboxes locking up. It appears only when clicked on BODY, TABLE, P or similar
elements and then minimized&restored.

WFM with 2002101612 on win2k.

reporter (Tarmo): can you reproduce this with a recent build of mozilla? if so,
please comment again with details. if not, please resolve this bug as
WORKSFORME. thanks.

Still doesn't WFM, and still very annoying.

Most 100% repeatable is focus address bar (Ctrl+L or Alt+D), press Tab,
Minimize, Restore, Keyboard doesn't do anything, Click on Address bar or
document are and it works again.
