I wish to translate a document from English to Hebrew. I view the English original
in a browser window, and compose the Hebrew in the composer. Whenever I switch to 
the browser to look at the text, the language changes back to English.

Reproducible: Always

Steps to Reproduce:
1. Open an English document URL
2. Start the composer
3. Switch the composer to use Hebrew as the language (or perhaps some other
language - I did not check)
4. Switch to the English document
What exactly do you mean by "the language turns back to English"? How are you
switching between browser and composer? By Alt-tab or by mouse clicking?
Clicking in the content area of the browser will turn the keyboard language to
English in the circumstances you describe, but clicking in the content area of
the composer should switch back to Hebrew. If you use Alt-tab or click in the
browser chrome, the keyboard language shouldn't change.
This doesn't happen on WinXP (20030109).

I would like to reproduce this problem on Win98, but which version was used by
the original reporter? there were 4 different versions that supported Hebrew:
First and second edition and each was divided into a Localized and a
Hebrew-enabled version.

can anyone still repro this bug? or should it be marked as WFM?
I can still reproduce it on my system with Mozilla 1.4 RC2. For the record,
I have the Hebrew-Enabled Win98 2nd edition.

WORKSFORME. Hebrew remains the input method stays when I click the browser's
entry in the taskbar, or when I use Alt+Tab.

Clicking within the window does switch the language to English, but that's a
known (and different) issue - Bug 162242.
