16327 - Key combos disabled until File menu is clicked on

Description

[blee]

Depressing key combos (e.g., ctrl+q, ctrl+w, etc.; cmd+q, cmd+w on Mac) on
Apprunner doesn't do anything until File menu is clicked on once.

blds tested: Mac 10-13-08-M11, Linux 10-13-12-M11, Win32 10-13-09-M11.

[bugday] These could be the same bug, assuming blee's problem only happens on
new windows and clicking on anywhere in the new window (rather than just the
File Menu) solves the problem.

[e-mail] : this doesn't look like a duplicate. seeing how bug 9701
hasn't been fixed, could you try and see if bug 9701 describes your bug more
directly. If so, please mark this bug as verified. If not, then re-open this
bug. Thanks.

bug 9701 seems to describe the nature of this bug (still happens in 12/16 blds)
