Details

cursor does not change to hand with index finger indicating a link when the link
comes under the cursor by using the up/down arrows.  Also cursor does not change
back to an arrow when the link no longer is under the cursor using the up/down
arrows.  i.e. cursor correctly changes if cursor is moved over a link but not so
if the link is moved under the cursor using the up/down arrow keys.
this seems to be consistent with different milestones and builds (including the 
latest build)
