I haven't seen any glitches like that before. The only thing that stands out as unusual from the about:support is that there are three displays, 2 at 60 Hz and one at 144 Hz, which might be related? (although I'm not sure how).

There was some questions a while ago about a (very) recent NVIDIA driver update that was broken in some scenarios - I'm not sure which driver version that was though? Jeff, do you recall hearing about that and what the driver version was?

The user also reports that it still occurs in safe mode - would WebRender be running when in safe mode? Perhaps we need an about:support log from when it occurs in safe mode to confirm?

The broken driver is in bug 1625857.
