when I look at tooltips in a right-to-left language, they display backwards.
Jordan, what build ID are you reporting this bug against? Can you provide an example URL or a testcase? In the future, please consider using the Bugzilla Helper at [http://bugzilla.mozilla.org/enter_bug.cgi?format=guided] to report bugs.
tooltips are done by Cocoa in this case, and we haven't localized a build. This is assuming you mean the tooltips in the chrome, right?

This is with build ID 2002081905. It is within chrome. Go to http://phpmyadmin.sourceforge.net/phpMyAdmin/ and switch the language to hebrew/arabic. Leave the mouse over the table listing on the top of the left frame. The hebrew/arabic letters will be backwards. Everything else works just fine.
I don't understand *any* BiDi language, so I can't really say if the tooltips are right or wrong and thus cannot confirm this. saari: no, I figure he means those within the phpMyAdmin pages (through "title" attributes). Change language to Hebrew and hover one of those tables on the left.

this seems to work on build 2002091405 perfectly. so does all hebrew page titles (for me, at least). they work in the tabs, too.
