I would have noticed this a while ago, but I have been using Yaru, and Yaru's scrollbars are very similar to Adwaita.
Steps to reproduce:
- Install Plata theme: https://gitlab.com/tista500/plata-theme
- Enable "Plata Lumine" in GNOME Tweaks
- Open Firefox and any web page
What happens:
The scrollbars that appear in the browser chrome are using what looks to be Adwaita.
Expected result:
Non-curved scrollbars from Plata.

This appears to be regressed by bug 1527048, and from my reading of that bug, this is unexpected behavior, since Plata Lumine is not a "dark theme".
More interestingly, if a user sets "Yaru", a close inspection shows that it doesn't actually look like Yaru is being used for the scrollbar -- in Yaru, the scrollbar track is invisible, while the one shown in Firefox today is gray. My guess is that this is actually Adwaita.

Very strange. I rebooted my machine after applying updates and I can't reproduce this any more.
