1634757 - Support Balrog Release v2 API in Taskgraph

In order to support Balrog V2 Release API we need to:

• Add V2 API to balrogscript - https://github.com/mozilla-releng/scriptworker-scripts/pull/193
• Add V2 API directives to in-tree

In testing the PR linked I discovered we have a need to add the 'submit toplevel' support to Nightly, in order to test the new backend on Nightly. This will require another round of updates to the balrogscript and some additional changes to taskgraph.

I'm Planning to deploy the support for v2 next week, but not land any taskgraph stuff until we flesh out the nightly bits.

Filing this bug as a placeholder for the in-tree patch I have going on so far.
