Steps to reproduce:
I call in nss 3.51
./build.sh --opt -t x64 --system-nspr --system-sqlite
and this does not create from pkg-config/nss.pc.in file a nss.pc file

nss-config is also not created, but building Firefox 75 with ./configure --with-system-nss looks for it.

Did this work in recent previous versions of NSS? E.g., NSS 3.50?

To my knowledge it has not worked with NSS 3.44
