Details
With offline mode implementation on bug 1553849 it will be set globally and not per tab.
Once bug 1156659 has been fixed we should update our code to make it a per-tab setting.
Maybe we also have to consider throttling too (bug 1633831).

We are not going to implement this for CDP, but it's certainly a feature for BiDi at some point.
