Allowing extensions to whitelist domain suffixes for search queries

(WebExtensions :: Request Handling, enhancement, P5)

This is the second part/split from my original suggestion in bug 1634650. More details are also in that bug and its comments.

Once domain suffixes are supported, extensions should have the ability to specify them. This would be useful in cases where extensions are used for handling custom domains (like MetaMask for .eth, PeerName or Blockchain DNS for .bit, .emc and few others...) so users won't need to manually configure each suffix in about:config.
