Reported in Nightly 77.0a1 on Ubuntu 18.04 using Cinnamon desktop 4.2.4. (Not reproducable on Manjaro.)
Sometimes, when copying multiple declarations from the Rules panel with Ctrl-C, nothing is added to the clipboard. Right-clicking works as expected.

I have this problem too, for a weeks (so, bug is in older versions too).
Copying multiple declarations from the Rules panel with Ctrl-C -> in 50 % cases nothing in clipboard after select rules and make Ctrl+C.
Right-clicking works as expected too.
