html/infrastructure/urls/resolving-urls/query-encoding/navigation.sub.html runs with 3 different modes:
/html/infrastructure/urls/resolving-urls/query-encoding/navigation.sub.html?encoding=utf8
/html/infrastructure/urls/resolving-urls/query-encoding/navigation.sub.html?encoding=windows-1252
/html/infrastructure/urls/resolving-urls/query-encoding/navigation.sub.html?encoding=x-cp1251

these all run 6 subtests and 4 pass, whereas 2 timeout:
"Timeout hyperlink auditing <a ping> Test timed out
Timeout hyperlink auditing <area ping> Test timed out"

this is consistent between all 3 variations of the test.

:hsinyi, can you help me find someone who can look into this and determine if the test is working, the browser is broken, or there is a feature not implemented?
