Details
As suggested in https://phabricator.services.mozilla.com/D71417#2263662, it may be clearer and less error-prone to use an object to track parameters related to the chunking process.

Not sure how pressing this is now, given that current web-platformt-tests chunking does not use runtime anymore, so it is simply a list of manifests.

No longer necessary now as web-platform-test chunking no longer takes into account manifest runtimes.
