The Chromium source specifies that we shouldn't show tail suggestions and normal suggestions at the same time.
This should just be a fairly simple change to the Muxer.

I'm expanding the scope of this bug seeing as tail suggestions are considered a "last resort".
Summary: Don't show normal suggestions and tail suggestions at the same time → Don't show tail suggestions if there are other non-heuristic results
