The CCSWG agreed to switch modal dialog to be a centered fixed element (https://github.com/w3c/csswg-drafts/issues/4645#issuecomment-642130060), so which is the same as the temporary solution we applied in bug 1642364.

This bug can be closed as the spec now has a better algorithm than centred alignment mode.
