Recently Phabbugz encountered an error when trying to update a draft revision to needs-review that was already abandoned by the author. It was not able to get past the phabricator conduit error so other revisions after were stuck.
This patch will skip setting needs-review when the revision is already closed/abandoned or is in the changes-planned state.
