Gecko depends on v1.2 of the ISupplicant device interface. Upstream emulator device declares v1.0: https://android.googlesource.com/device/generic/goldfish/+/refs/tags/android-10.0.0_r11/manifest.xml#188
We need to push proper version in the manifest that ends up on device.
