No audio when starting firefox with no audio devices

Steps to reproduce:
- Open sound settings from the control panel (control.exe mmsys.cpl sounds)
- Disable all playback devices
- Open Firefox
- Enable a playback device or plug one in
Actual results:
Firefox doesn't start outputting sound. It doesn't appear in the volume mixer (SndVol.exe) at all, and you have to restart firefox to get sound output.
Expected results:
Firefox recognises that a playback device is available and starts playing audio through it
