Steps to reproduce:
Open Developer Tools and start Responsive Design view.
Actual results:
The view is overlapping and hiding Developer Tools, if they are positioned at the bottom.
Expected results:
Responsive Design view is not overlapping any other view or window.

This looks to be a duplicate of Bug 1637963, which has been fixed recently in Nightly. I'll resolve as a DUPLICATE.
