Test Env: Mozilla 1.1.b on hpux11, 
repeat steps:
	1. goto

	2. The result report
result:
		XML Parsing Error: undefined entity
		Location: 
http://mozilla.org/quality/browser/standards/xhtml/transitional/p_lang.xml
		Line Number 81, Column 45:<p lang="de">Die Mac OS Online-Hilfe 
unterst&Yuml;tzt Sie
		--------------------------------------------^
BTW, Mozilla 1.1.b(win) same error, and IE show the whole content of xml file.

PS. I should put this type of err (the QA test case may error)
in which catalog, thanks.

There is actually an error in the testcase, the separators in the public
identifier are double slashes, but the last separator is missing one.
